Supporting High Performance Building

The Pennsylvania Department of Environmental Protection, in conjunction with relevant Commonwealth agencies, should create a dedicated program that acts as a one-stop shop for supporting high performance commercial and industrial building in Pennsylvania.

The newly formed program should offer design, construction, and building systems expertise to real estate projects seeking to enhance their energy efficiency, performance, and environmental footprint. Technical assistance should be coupled with financial incentives that reduce or eliminate the marginal cost of purchasing energy-efficient equipment and systems versus conventional systems.
